  1. The audit of accounts for Aldenham Parish Council for the year ended 31 March 2022 has been completed and the accounts have been published.
  2. The Annual Governance & Accountability Return is available for inspection by any local government elector of the area of Aldenham Parish Council on application to:a) ___Peter Evans (Council Manager)____________________

Solar Plant update

Aldenham Parish Council (APC) is continuing to fight the Solar Plant application on 320 acres of Green Belt land surrounding Hilfield Farm and land north of Butterfly Lane.

APC’s Statement of Case was submitted on Tuesday 26 July to the Planning Inspector and it can be viewed here:  https://aldenham-pc.gov.uk/wp-content/uploads/2022/08/2022.07.26-Statement-of-Case-on-behalf-of-Aldenham-Parish-Council-Final.pdf

The Planning Inspector held a Case Management Conference on 11 August which detailed the information she requires and how the Inquiry will proceed in October. The inquiry will be held at Hertsmere  Borough Council offices on 19 & 20 October, 25-27 October and 1-3 November 2022 commencing at 10:00am and finishing at 5:00pm approximately each day. It should be possible to view this remotely and details will follow.

The next crucial date is that all evidence should be submitted to the inspector by 21 September. APC will continue to keep the community updated as and when there are any further developments to report.

  1. Date of announcement____13 June 2022__________________________

2. Each year the smaller authority’s Annual Governance and Accountability Return (AGAR) needs to be reviewed by an external auditor appointed by Smaller Authorities’ Audit Appointments Ltd.  The unaudited AGAR has been published with this notice. As it has yet to be reviewed by the appointed auditor, it is subject to change as a result of that review. Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2020, these documents will be available on reasonable notice by application to:

Local government electors and their representatives also have:   The opportunity to question the appointed auditor about the accounting records; andThe right to make an objection which concerns a matter in respect of which the appointed auditor could either make a public interest report or apply to the court for a declaration that an item of account is unlawful. Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.   The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.  

4. Solar farm – Appeal against refusal of permission APP/N1920/W/22/3295268

The developers of the proposed solar farm on land North Of Butterfly Lane, Land Surrounding Hilfield Farm And Land West Of Hilfield Lane, Aldenham  have appealed  to the planning inspector against the decision by Hertsmere Borough Council to refuse planning permission.  

At Full Council on  Monday 30 May Aldenham Parish Council (APC) agreed to employ a planning barrister to act on its behalf at the inquiry later this year. APC has now applied for,  and been approved to be a considered an interested party to the appeal process, under rule 6.

APC is asking all of you who oppose the solar farm to send your objections and any photos you may have of the site, to the planning inspector at

Many of you sent comments previously and it is important that you do so again, so that the inspector can accurately judge the level of public opposition to the proposals.

At Aldenham Parish Council’s Annual Meeting of the Council held on Monday 30 May 2022, Councillor Helen Jones was elected as Chairman and Councillor Estelle Samuelson as Vice Chairman of the Parish Council.

I feel very fortunate to represent an area with such a wonderful sense of community, as seen at the beacon lighting and the Jubilee lunch this weekend. Aldenham Golf Club – public consultation on expansion proposals. Have your say

A public consultation on the plans is taking place between 5-15 May, so that local people have the opportunity to comment before the Aldenham Golf Club prepares the planning application for submission to the council.
