  1. Date of announcement____13 June 2022__________________________

2. Each year the smaller authority’s Annual Governance and Accountability Return (AGAR) needs to be reviewed by an external auditor appointed by Smaller Authorities’ Audit Appointments Ltd.  The unaudited AGAR has been published with this notice. As it has yet to be reviewed by the appointed auditor, it is subject to change as a result of that review. Any person interested has the right to inspect and make copies of the accounting records for the financial year to which the audit relates and all books, deeds, contracts, bills, vouchers, receipts and other documents relating to those records must be made available for inspection by any person interested. For the year ended 31 March 2020, these documents will be available on reasonable notice by application to:

3. Local government electors and their representatives also have:   The opportunity to question the appointed auditor about the accounting records; andThe right to make an objection which concerns a matter in respect of which the appointed auditor could either make a public interest report or apply to the court for a declaration that an item of account is unlawful. Written notice of an objection must first be given to the auditor and a copy sent to the smaller authority.   The appointed auditor can be contacted at the address in paragraph 4 below for this purpose between the above dates only.  

4. The smaller authority’s AGAR is subject to review by the appointed auditor under the provisions of the Local Audit and Accountability Act 2014, the Accounts and Audit Regulations 2015 and the NAO’s Code of Audit Practice 2015.  The appointed auditor is:   PKF Littlejohn LLP (Ref: SBA Team) 15 Westferry Circus Canary Wharf London E14 4HD (sba@pkf-littlejohn.com)

Solar farm – Appeal against refusal of permission APP/N1920/W/22/3295268

The developers of the proposed solar farm on land North Of Butterfly Lane, Land Surrounding Hilfield Farm And Land West Of Hilfield Lane, Aldenham  have appealed  to the planning inspector against the decision by Hertsmere Borough Council to refuse planning permission.  

At Full Council on  Monday 30 May Aldenham Parish Council (APC) agreed to employ a planning barrister to act on its behalf at the inquiry later this year. APC has now applied for,  and been approved to be a considered an interested party to the appeal process, under rule 6.

APC is asking all of you who oppose the solar farm to send your objections and any photos you may have of the site, to the planning inspector at

Many of you sent comments previously and it is important that you do so again, so that the inspector can accurately judge the level of public opposition to the proposals.

At Aldenham Parish Council’s Annual Meeting of the Council held on Monday 30 May 2022, Councillor Helen Jones was elected as Chairman and Councillor Estelle Samuelson as Vice Chairman of the Parish Council.

‘I am honoured to have been elected as Chair of Aldenham Parish Council. I feel very fortunate to represent an area with such a wonderful sense of community, as seen at the beacon lighting and the Jubilee lunch this weekend. Aldenham Golf Club – public consultation on expansion proposals. Have your say

A public consultation on the plans is taking place between 5-15 May, so that local people have the opportunity to comment before the Aldenham Golf Club prepares the planning application for submission to the council. Newberries Car Park, Radlett to remain free for first hour

For a number of years, Aldenham Parish Council (APC) has subsidised the cost of parking at Newberries Car Park. This is to enable residents to park free for the first hour.  The cost is £2 for the second hour. The council hopes that people will be encouraged to use local shops, knowing that the first hour’s parking is free.

Some months ago, Hertsmere Borough Council (HBC), who owns Newberries Car Park, informed APC that as there had been no review of the subsidy for many years,  an increase was required. HBC proposed that a subsidy of over £20,000 was required to reflect the loss of revenue by having free parking for the first hour.  Such an increase would have had a significant affect on the budget for 2022/23.

After negotiation, the increase has been agreed from £8,511to £10,000.

APC councillors hope that residents agree that this is a good use of their council tax.  In 2022/23, the precept for a Band D property will be £124.29 per year, an increase of 2.17%.
